Fix MSAL hash parsing: pass empty string for app routing hashes (#948)

handleRedirectPromise() must always be called (it handles popup
interaction tracking), but it must not parse the app's routing
hashes (#dashboard, etc.) as auth responses.

Pass the hash explicitly: real hash for auth responses, empty
string for app routing hashes.
