chore(sdkconfig): tighten RAM budget for tight-heap boards (#408)

- CONFIG_MBEDTLS_DYNAMIC_BUFFER=y: defer 16 KB SSL_IN_CONTENT_LEN allocation
  to TLS handshake time instead of permanent reservation. Used only during OTA
  pull and update-check; frees ~16 KB at rest on every board.
- CONFIG_ESP_WIFI_MGMT_SBUF_NUM=8: STA-only deployment can use half the default
  mgmt buffer pool (default 32 assumes SoftAP serving multiple stations). 8
  provides comfortable margin for WPA3-SAE four-way handshake + beacon processing.

Combined with BB defaults sync (PR #258: 31 KB from BB defaults, TA-378/TA-379),
total heap recovery is ~50 KB on tight-heap boards (bitaxe-403, bitaxe-601).
