vm: lower top-level `const NAME = expr;` natively

Extracts the validation + namespace-normalisation + ConstantSet logic
from runTopLevelConst.Run into DefineTopLevelConst. The VM emits the
value expression as native bytecode, then a single OP_DEFINE_CONST
that reads the static metadata (name, attrs, loc) from the AST node
slot and calls the helper.

Also splits runNoDiscardStatement.Run into NoDiscardEnter/Exit/Restore
helpers — pure refactor that prepares a future native lowering once
the error-path restore semantics are wired through the VM's error
unwind.
