vm: lower declare(strict_types=1) natively

Add OP_SET_STRICT_TYPES which calls ctx.Global().SetStrictTypes(true).
Replaces the AST runnableDeclareStrictTypes.Run path. The declaration
is still required to be the first statement of the file (parser-level
check, unchanged).

Drops runnableDeclareStrictTypes from IsStmtAstDelegated and
IsSlotSafe's delegated case list.
