Improve docstrings in util.py to NumPy style

Merges __init__ params into BoxedScalar and MPPool class docstrings;
fixes ZWarningMask class docstring; converts mwdust_transmission,
var2ivar, ivar2var, find_minima, minfit, trapz_rebin, trapz_rebin_pre,
centers2edges, and radec2pix from Google/informal to NumPy style; adds
one-liners to air2vac, sigmaclip, quantile, median, trapz,
_trapz_rebin, MPPool.starmap, MPPool.close; removes duplicate Returns
from mwdust_transmission.
