Improve docstrings in photometry.py to NumPy style

Merges __init__ params into Photometry class docstring; converts
synth_absmag, kcorr_and_absmag (adding photsys param that was missing),
get_ab_maggies_pre, get_ab_maggies_unchecked, get_ab_maggies,
parse_photometry, get_dn4000, tractorphot_datamodel, and
gather_tractorphot from informal/Google style to NumPy style; adds
one-liners to to_nanomaggies, get_photflam, and
_gather_tractorphot_onebrick.
