Improve docstrings in mpi.py to NumPy style

Adds one-liners to get_ntargets_one, read_to_merge_one, plan_merge,
plan_makeqa, and _domerge; replaces informal paragraph docstrings with
full NumPy-style Parameters/Returns for findfiles, plan, and
merge_fastspecfit.
