Add qlty CI badge and remove obsolete codeclimate config (#2039)

* Added new CI workflow for qlty.

* Removed obsolete codeclimate workflow config and updated readme badge to show qlty maintainability badge.

* Removed obsolete codeclimate workflow config and updated readme badge to show qlty maintainability badge. Also added coveralls coverage badge.

* Remove invalid qlty parameter.

* Remove running qlty check on PRs, as it does not report back anyhow. Also remove fetch-depth because we dont need the full history anymore.

* Remove .qlty config again because we are using the qlty GitHub app instead.
