pvacseq: flesh out detect_pvacseq_format docstring + return-type hints

Two surface-quality fixes from another review pass:

- `detect_pvacseq_format` had a 5-word docstring for a public export
  ("Return 'aggregated', 'all_epitopes', or None.") — fine as a one-liner
  for an internal helper, but this one is at the package root.  Replaced
  with a proper Numpy-style docstring documenting parameters, return
  values, and the use case (callers writing their own readers / routing).
- Added return-type hints on `derive_mhc_class` and
  `melt_pvacseq_algorithms` for consistency with `read_pvacseq` and
  `detect_pvacseq_format`, which already had them.

No behavior change.
