fix(release): resolve graphql mutation format for announcements

- Refactored `announceInDiscussions` in `release-manager.mjs` to correctly format the GraphQL mutation payload, packaging both `query` and `variables` into a single JSON body. This resolves an issue where the `gh` CLI pushed the query into the URL, causing silent API rejections.
