feat(web,web-react)!: migrate `Tag` to color schemes #DS-2456

Mirror the migration of `Pill` and `ToastBar`:

- `_Tag.scss`: read color, border, and background from
  `color-scheme.color()` / `border-color()` / `background-color()`; drop
  `dictionaries.generate-colors(...)` and the `.Tag--subtle` rule; add
  `component-color-overrides.generate(...)` so consumer
  `component-tag-*` design tokens emit `.Tag.Tag--<color>` overrides.
- `_theme.scss`: drop `\$color-dictionary` and `\$color-config`.
- `useTagStyleProps`: use `getColorSchemeClassName(...)`; keep
  `Tag--<color>` and `Tag--subtle` as marker classes for override hooks
  and skip the scheme class when disabled.
- HTML preview, README, and Tag usages in Card, Collapse, FileUploader,
  TextArea, and UNSTABLE_Picker switch from utility-class triplets to
  the matching `color-scheme-on-*` class.

BREAKING CHANGE: `.Tag--<color>` and `.Tag--subtle` CSS rules are no
longer emitted. Consumers must apply a `color-scheme-on-*` class (the
React component does this automatically).
