ci: migrate release-please workflow to release-baton

Replace googleapis/release-please-action invoked with a personal
access token with the release-baton composite action, which mints a
short-lived, repo-scoped GitHub App installation token at run time.
Lock down workflow and job permissions to {} so only the minted
token is in scope.
