feat(account): centralize auth helpers and enforce strong password policy

- Extract AuthService helpers: validatePassword, verifyPassword,
  generateActivationCode, sendVerificationEmail
- Enforce password strength across sign-up, change-password, and
  account update (12+ chars, uppercase, lowercase, digit, special char)
- Require currentPassword verification before password change (403)
- Add email uniqueness pre-check before DB update (409)
- Cache LanguageService.getLocale with in-memory Map
- Update Swagger spec with currentPassword field and new error codes
