Github actions refresh (#546)

* Update and pin github action libs

- Pin versions by sha256 to prevent supply chain attacks
- Configure dependabot to keep theem up to date

* Add github actions static analysis + fixes

* ci: fix dependabot cooldown config, add zizmor path filters

- Remove semver-specific cooldown overrides from dependabot config, keeping only default 7-day cooldown
- Add path filters to zizmor workflow to trigger only on GitHub Actions and dependabot config changes
