Commit Message

Refresh the README's make-help block

Add the new sync-template/check-template targets, drop the stale
.DEFAULT row, fix the mrdocs description (MrDocs, not Doxygen).
The two template-upkeep targets are jinja-guarded so they only
appear in this repo's rendered README, not in rendered projects'.
