chore: drop poetry.lock; let contributors resolve deps freshly

holoscan-cli ships as a library on PyPI — end users install via
``pip install holoscan-cli`` and get the loose specs from
``pyproject.toml``, never the lock file. Keeping poetry.lock in the
repo only constrained the dev/CI matrix to one resolution and added
~130 KB of merge-conflict surface; following the library-side guidance
from poetry's own docs we ignore it instead and let each ``poetry
install`` resolve fresh.

Side effect: dependabot-style transitive bumps no longer cause repo
churn; tests run against whatever the resolver picks at the time of
the run. If a future regression is traceable to a transitive bump we
can pin the offender in pyproject.toml directly.
