feat: property passed to at rules and cleanup

Generally just cleaning up and slimming down the codebase. Notice nested
@media queries didn't have a way to render property blocks so I fixed
that.

Time for some commentary. While the api that has been developed and its
implementation here are decent, I still think there is a good amount of
low hanging fruit for a potential rewrite later. Bikeshedding my own
instincts against claude has been interesting. I would say I still write
a large portion of the code, maybe 90%, but the cycle time for bike
shedding feels a bit faster with claude. At the same time I feel guilty
for all of the wasted energy for what paltry return I am getting.
