ci: pin to k8s 1.30 + Cilium 1.16 — Cilium 1.19 toServices broke test

The kind-action default node image follows the kind release: kind 0.27
defaults to kindest/node v1.32.2. Pairing that with Cilium 1.19.3
broke test_tcp_egress_with_cilium_policy: only one of the two TCP
probes met its expected outcome, suggesting the CiliumNetworkPolicy
toServices egress rule isn't enforcing on k8s 1.32 the same way it
did on the original 1.26 + Cilium 1.14 combination.

Pinning to a known-compatible pair instead:
- KIND_NODE_IMAGE: kindest/node:v1.30.10 (explicitly passed via the
  action's node_image input rather than relying on kind defaults)
- kubectl v1.32.2 → v1.30.10
- cilium 1.19.3 → 1.16.19
- cilium-cli v0.19.2 → v0.16.24

Net effect: still off the original EOL k8s 1.26 + Cilium 1.14 stack,
but on a Cilium minor (1.16) whose API matches what the integration
test was written against.
