Drop consumer-side XML summary re-shipping (closes #472) (#473)

* Drop consumer-side XML summary re-shipping.

Closes #472.

wala/ML#419 shipped in Ariadne 0.43.0 via `PythonAnalysisEngine`'s
switch to `getClass().getResourceAsStream(...)` with a fallback to
`PythonAnalysisEngine.class.getResourceAsStream(...)`. The fallback
resolves the summary XMLs from inside the Ariadne bundle, so the
consumer-side copies are no longer required.

Remove:

- The ten checked-in XML copies under `edu.cuny.hunter.hybridize.core/`
  (`tensorflow.xml`, `numpy.xml`, `pandas.xml`, `flask.xml`,
  `pytest.xml`, `click.xml`, `abseil.xml`, `functools.xml`,
  `numpy_turtle.xml`, `turtles.xml`).
- Their entries from `edu.cuny.hunter.hybridize.core/build.properties`
  `bin.includes` (keeping `META-INF/`, `.`, `OSGI-INF/`, `plugin.xml`).
- `edu.cuny.hunter.hybridize.core/update_summaries.sh` (the re-sync
  helper).
- `.github/workflows/verify-xml-summaries.yml` (drift detection added
  under #440; obsolete now that there is nothing on this side to
  drift).
- The "Synchronizing Ariadne XML summaries" section of
  `CONTRIBUTING.md` and its `[wala/ML#418]` / `[wala/ML#419]` link
  references.

Verified locally: full `./mvnw verify` green — 469 tests, 0 errors,
0 failures, 11 skipped. Tycho resolves all `XMLMethodSummaryReader`
loads against the Ariadne bundle's nested resources.

* Drop now-stale XML-resync paragraph from `CLAUDE.md`.

Companion to the file deletions in the parent commit. The bullet
documented `update_summaries.sh`, the `bin.includes` discipline, and
the `IllegalArgumentException: null xmlFile` failure mode — all of
which are gone now that Ariadne 0.43.0 resolves the summaries
internally.

Caught in PR #473 review.
