refactor(repo): improve `review-figma-design` skill — Code Connect reporting and terminology

- Move review title into comment signature (was separate header)
- Differentiate between components that exist in code but lack a Code Connect
  binding vs. components not yet implemented at all; product-specific components
  (OPU-* etc.) flagged as product-level concerns and excluded from Required DS Changes
- Prohibit abbreviating "Code Connect" as "CC"; all existing occurrences replaced
  and an explicit writing-style rule added to Step 11
