Fix AFL max length checks for encoded tree inputs

Do not reject queue entries based on the size of their encoded tree
representation. AFL's max_length applies to the post-processed target
input, while grafl queue files store encoded trees that may be larger
than the generated test case.

Move the size check to postprocess, after serialization, where the
target input size is known.
