cruft: update

- Add YAML frontmatter (name, description) to every
  `.claude/agents/*.md` definition so Claude Code can enumerate them.
- Expand release agent: wiswa-sync handoff, sandbox notes, version-
  bump collision pre-scan and revert, CITATION/flatpak/snapcraft
  verification, post-push CI monitoring, and recovery procedure for
  failed/undrafted releases.
- Promote `.claude/settings.local.json.dist` to checked-in
  `.claude/settings.json`; drop the matching `.gitignore` entry.
- Add a VS Code `files.insertFinalNewline: false` rule for
  `**/vcpkg*.json`.
- Convert `social.custom_badges` strings to top-level
  `custom_project_badges` `{ anchor, href }` entries in
  `.wiswa.jsonnet`.
- Refresh `.vscode/dictionary.txt` (add pyproject, undraft,
  undrafted, worktree; drop libname, namedebug, npmjs, srcs,
  wextra).
- Bump release date in CITATION.cff to 2026-05-11.
- Refresh `_wiswa.lastRun`/`version` in package.json.
