chore(deps): bump dependencies (#1242)

* chore(deps): bump Go dependencies

* chore(deps): bump conformance-test deps, drop playwright --with-deps

Playwright 1.56 → 1.59, @types/node 24 → 25, dotenv 16 → 17.

Dropping --with-deps stops the CI 'Install playwright browsers' step
from hanging on an interactive apt prompt; ubuntu-latest already ships
the libs Chromium needs.

* chore(ci): pin Node to LTS, time-box playwright install

Bump quic-go indirect 0.59.0 → 0.59.1.

node-version: latest started picking up Node 26 (released
2026-05-05), which appears to break playwright browser
downloads — the install step has hung indefinitely on every
CI run since 2026-05-09. Pin to lts/* and add a 5-min
step timeout so the next regression fails fast.
