workflows/release: drop QA from watched workflows

The QA workflow no longer exists in this project, and the old release
guard logic exits non-zero on a missing workflow ("could not find any
workflows named QA"), preventing the draft release from ever being
published. Remove QA from both the `workflow_run.workflows` trigger
list and the success-check loop so the gate evaluates only workflows
that actually run for this repository.
