Replace old transactions handler list with types.ts + delete handlers.ts

Move MessageHandlerArgs, MessageHandlerResult, MessageHandler, and _MSG_STRING
into a dedicated types.ts. Update all 38 importing files to point to types.js.
Delete the now-empty handlers.ts that was serving only as a type source.
