:memo: Document release process and fix README badges

Extract the "Creating a new release" and "Release checklist" sections
from CONTRIBUTING.md into a dedicated RELEASING.md, expanded to cover
version bump, changelog regeneration, tagging, and PyPI auto-publish
on tag push. CONTRIBUTING.md keeps a pointer to the new file.

Also fix three README badges:

- Wrap PyPI version and Python-version badges in links to the PyPI
  project page; previously image-only.
- Replace the deprecated /workflows/<NAME>/badge.svg URL for the
  "Unit tests & build apps" badge with the current
  /actions/workflows/push.yml/badge.svg form. The legacy URL was
  returning "no status".
