cruft: update

Re-run Wiswa to refresh project scaffolding. Notable changes:

- pre-commit: exclude `vcpkg*.json` from `end-of-file-fixer` so the
  fixer does not contend with vcpkg's manifest formatter, which
  strips the trailing newline.
- package.json: refresh the `_wiswa` run metadata to today's
  regeneration.
- CITATION.cff: bump `date-released` to today.
- yarn.lock: regenerated alongside the manifest refresh.
