chore: upgrade eslint to 9, migrate to flat config (#325)

Drops @philihp/eslint-config (legacy eslintrc, incompatible with
ESLint 9 plugin resolution) in favor of a self-contained
eslint.config.js using typescript-eslint, eslint-plugin-import,
and eslint-plugin-jest.
