chore(webui): migrate to Svelte 5 property-style events and callback props (#380)

- convert createEventDispatcher → callback props ($props) in
  ConfirmDialog, PoolEditForm, PoolEditDialog, PoolRow
- inline on:submit|preventDefault in FanEditDialog and PoolEditForm
- migrate all on:* directives to property-style (onclick, onchange,
  onscroll, ondragover, ondragleave, ondrop, onkeydown) across 13 files
- update Toggle to accept onchange callback prop instead of forwarding
  the Svelte 4 change event
- eliminates all event_directive_deprecated warnings (was 28)
