feat: add Monitoring module with droplet bandwidth metrics

- Add Dox.Monitoring resource for DO Monitoring API
- Implement get_droplet_bandwidth/2 for fetching bandwidth in Mbps
- Support interface (public/private), direction (inbound/outbound) filters
- Add get_droplet_bandwidth!/2 bang variant
- Add unit tests for both variants
