test(webui): drop localStorage probe to silence Node 26 warning (#359)

Node 26's experimental built-in localStorage prints an
ExperimentalWarning on every access without --localstorage-file (a
CLI-only flag). The defensive probe in test-setup.ts that decided
whether to install our shim was itself triggering the warning.

Drop the feature detection — installing our in-memory shim
unconditionally is functionally equivalent to jsdom's storage and
free of Node-stub side effects. Cleans up ~16 noisy warning lines
per vitest run.
