chore: migrate to actions/create-github-app-token

Migrate the dependency workflow to use the official GitHub-maintained
action for token generation.

- Replaced `tibdex/github-app-token@v2` with
  `actions/create-github-app-token@v3`.
- Updated input parameters to use `client-id` and `private-key`.
