chore: cache go modules in dependency workflow

Improve CI performance and visibility by adding explicit module caching
and logging the Go proxy configuration during dependency updates.

- Add `actions/cache@v5` to persist Go modules.
- Log `GOPROXY` to assist in debugging dependency resolution.
