chore: add workflow to automate go updates

Automates the process of keeping Go dependencies up to date.

- Runs weekly on Mondays via a scheduled cron job.
- Can be triggered manually via `workflow_dispatch`.
- Updates dependencies using `go get -u` and `go mod tidy`.
- Generates a pull request containing a diff summary of `go.mod`.
- Uses a GitHub App token to allow for PR creation and CI triggers.
