Promote _KIND_ALIASES to public KIND_ALIASES (#162)

Renames the kind-name resolution table so external consumers can
depend on it without reaching past topiary's API boundary. vaxrank's
``_load_kind_aliases`` defensive import already prefers the public
name and falls back to ``_KIND_ALIASES``, so any vaxrank version
that's already shipped picks up ``KIND_ALIASES`` automatically once
this lands and a release is cut.

Carved out of the larger #161 discussion (relocating PeptideContext,
declined). The public-alias promotion is independently useful and
unrelated to record vs. frame architectural questions.

- Rename ``_KIND_ALIASES`` → ``KIND_ALIASES`` in nodes.py, parser.py,
  ranking/__init__.py, wide.py.
- Add to ``ranking.__all__`` and to the top-level ``topiary``
  namespace + ``__all__`` (so ``from topiary import KIND_ALIASES``
  works directly).
- Bump topiary to 5.12.0 (additive minor — the underscore-prefixed
  name was private by convention, no compat shim).

Full suite: 1289 passed, 3 skipped.
