chore: convert to pnpm and add packages workspace (#388)

- Switch package manager to pnpm 10.33.0 (packageManager field, pnpm-workspace.yaml)
- Update CI, coverage, and publish workflows to use pnpm/action-setup with frozen-lockfile installs
- Keep npm publish in the publish workflow to preserve provenance/OIDC behavior
- Add empty packages/ workspace folder with .gitkeep for future modules
- Track pnpm-lock.yaml; ignore package-lock.json and yarn.lock
