Feature: control statements (#3)

- some fixes
- Add DeprecationWarning to do.* functions
- Add new control statements to replace old do.* functions
- Rename do.say() to out.say()
- Allow multiple spaces between values in statements
- Multiple values when defining a variable get combined
- Writer arguments root_name and encoding are no longer positional
- More tests and coverage
- Changed parsing of arguments in functions and statements
- Fixed cli
