Race flow: MCOTS handlers, packet reassembly, Sentry observability (#2831)

Bundle of 25 commits landing on udp-game-room. Highlights:

- TCP reassembly fix in mcotsPortRouter — root cause of cipher desync (SERVER-M9).
- Eight new MCOTS handler stubs: 202, 234, 235, 240, 241, 434, 435, 455. Two opcode-misregistration fixes (434↔455, 221→234).
- UnsupportedMessageCodeError with structured Sentry capture (positive-code filter, decrypted body hex).
- Defensive sig-drop in router.
- Earlier branch work: NPS relay stubs, MC_RACE_START handler, lobby comm channel parsing, NpsRiffInfo, dynamic server lookup, NPS_SET_MY_USER_DATA wire fix, MCOTS decompression type fix, gateway IP allowlist.
- Coverage fix: `npm run coverage` now passes `--coverage`; vitest config emits lcov reporter.
- Three pre-existing test failures fixed.

770/770 tests green locally and on CI.
