fix: introduce typed LocalDNSState alias to satisfy kube-api-linter

Move +kubebuilder:validation:Enum onto a typed string alias so the
linter's auto-fix doesn't rewrite the field. Update deepcopy, the
reconciler return type, and tests to match.
