:sparkles: Explicit agent targeting — identifier + identifier_type

Replace the three optional type/name/id fields in ask_agent, delegate_task,
destroy_agent, and interrupt_agent with a required identifier string and a
required identifier_type enum ("type", "name", "id"). This forces the LLM
to be explicit about how it is targeting an agent, preventing silent failures
when none of the old optional fields were set.

Also fixes targets_agent? and targets_overlay? in the UI to use the same
schema, and updates all tests to the new format.
