- new notice-api-unification.md: design for dropping
  startup_notice_callback in favor of pre-connect NoticeStream via
  ConnectionOptions::with_notice_stream
- v3-api-ergonomics.md: audit against main; 6 items marked shipped
  (newtype Into, OrderStatusKind, callback boxing, migration-3.0.md,
  block_on clean, etc.), refresh line refs across all sections,
  cross-link the new plan
