project: skip npmjs.com badges when publishing elsewhere

The README's `![NPM Version]` and `![NPM Downloads]` shields point at
`https://img.shields.io/npm/v/...` and `.../dm/...`, which only know
about the public npm registry on npmjs.com. For projects targeting
GitHub Packages or another non-default registry, those endpoints
return 404, leaving broken badges in the README. Gate badge emission
on `package_json.publishConfig.registry` being unset or pointing at
npmjs.org so projects publishing elsewhere no longer ship dead
shields.
