feat(claude): add BLE skill and project sandbox settings

Add the Base Load Engineer skill that automates daily operational
checks: Slack channel monitoring, Sentry triage, Jira ticket triage,
Bugzilla scanning, dependabot alerts, environment version comparison,
and release engineering reminders.

Add shared .claude/settings.json with sandbox network allowlist so
any engineer can reach the external APIs the skill depends on.

Update the BLE playbook to reference the new /ble Claude Code skill.
