Add Ouranos logo, add livehtml using sphinx-autobuild, theme overrides (#347)

### What kind of change does this PR introduce?

* Adds the Ouranos logo to `README.rst` and documentation landing page.
* Extends the `furo` CSS theming to support dynamic logos in the
documentation.
* Small fixes to docs and workflows.

### Does this PR introduce a breaking change?

No.

### Other information:

The Ouranos logo points to the files found in the organization-level
`.github` repository. If we ever update/change the logos there, they
will affect all repos with this pattern.
