Trim `python-tooling` patterns to only deps actually present today. (#454)

Copilot review on PR 446 noted that `pytest*` in the patterns list would
match a fixture-side `pytest` requirement if a future `directories:`
expansion broadened the pip updater's scope — undermining the very goal
of keeping fixtures out of the tooling group. The other anticipatory
entries (`mypy`, `ruff`, `flake8*`, `coverage*`, `pre-commit`) have no
corresponding tooling reality either.

Trims `patterns:` to just `black` (the only tooling dep currently in
`/requirements.txt`). Comment block now explicitly says "extend when
adding new tooling" so future tooling additions go in alongside the
manifest change rather than ahead of it.

The "fixture deps will compete for the 3-PR slot" concern raised in the
sibling Copilot thread doesn't materialize against Dependabot's actual
behavior — `directory: "/"` only sees `/requirements.txt`, and the
ecosystem's PR history on this repo (every Dependabot pip PR has been
black) confirms it doesn't recursively scan into fixture directories.
