Make `python-tooling` dependabot group's scope explicit via `patterns:`.

Copilot review on PR 446 noted that without `patterns:`, the group bundles
every pip dep the updater sees — currently just `black` (since
`directory: "/"` only scans root `requirements.txt`), but a future
`directories:` expansion would silently bring in test-fixture runtime deps
(matplotlib, numpy, etc.) and produce grouped PRs that don't match the
"tooling" framing.

Adds `patterns:` listing the tooling packages this group is intended to
catch (`black`, `pytest*`, `mypy`, `ruff`, `flake8*`, `coverage*`,
`pre-commit`). The group's name and grouped-PRs now stay scoped to actual
tooling regardless of what other pip deps the updater discovers.
