feat(power): rolling efficiency averages + expected_efficiency in /api/power (#350)

- Add pcore_mw_1m/10m/1h rolling window fields to mining_stats_t (ASIC-gated)
- Track power samples via mining_avg_update with per-temp-tick poll counter
- Compute efficiency_jth for each window as power/hashrate ratio at JSON-build time
- Add expected_efficiency_jth from Vcore×Icore over expected GH/s
- Use -1.0 sentinel to emit null for unavailable fields
- New /api/power fields: efficiency_jth_1m, efficiency_jth_10m, efficiency_jth_1h,
  expected_efficiency_jth (all number|null)
- Add host tests for rolling efficiency values and null sentinels
