fix(deploy): skip dag-deploy-enabled check on Remote Execution deployments

PR #2107 began auto-setting --image when --image-name is provided, which
trips the long-standing dagDeployEnabled guard. Remote Execution
deployments do not deploy DAGs to the orchestration plane and typically
have IsDagDeployEnabled=false, so RE customers running
'astro deploy --image-name ...' on v1.42.0 hit a bogus "DAG-only deploys
are not enabled" error. Skip the check when remote execution is enabled.
