feat(loc): add HEVC support for LOC packaging

Include HEVC tracks in the MSF LOC catalog (msf/clear) using the hev1.* codec
prefix per draft-ietf-moq-loc-02 §2.1.1, since parameter sets travel in-band.
HEVCData.GenLOCVideoConfig emits length-prefixed VPS+SPS+PPS to be prepended
to IRAP frames, mirroring AVCData. PublishLOCTrack now branches over both
codec types.
