Add xml2 to test-coverage runner deps

covr::to_cobertura() loads the xml2 package internally to emit the
Cobertura XML that the coverallsapp action consumes. xml2 is not a
DESCRIPTION dep, so setup-r-dependencies skipped it and run
25287280070 failed with "loadNamespace('xml2'): there is no package
called 'xml2'" -- after computing all 371 unit-test results
successfully.

Add xml2 alongside covr in extra-packages.
